GSTN Releases emSigner v3.3 for New DSC USB Tokens

GSTN has issued Advisory No. 672 dated 19 September 2026 regarding the availability of emSigner version 3.3 for taxpayers and tax officers using Digital Signature Certificates (DSCs) on the GST Portal. The update is primarily aimed at ensuring compatibility with new DSC USB tokens issued from 21 September 2026 onwards.

Who Needs to Upgrade to emSigner v3.3?

The requirement depends on the DSC token being used.

1. New DSC token issued on or after 21 September 2026

If a new USB token is issued on or after 21 September 2026, emSigner v3.3 is required.

This includes cases where:

  • A new DSC and USB token are issued.
  • An existing DSC is renewed and the renewed certificate is provided in a new token.

GSTN has stated that older emSigner versions will not work with these newly issued tokens.

2. Existing valid and working DSC

Taxpayers whose existing DSC and USB token were valid and working as of 21 September 2026 do not need to upgrade immediately.

They can continue using their existing emSigner version if the DSC is functioning normally. Version 3.3 is also backward compatible with existing tokens.

3. Existing FIPS 140-2 DSCs

The transition to newer FIPS 140-3 cryptographic modules does not automatically invalidate DSCs already downloaded onto FIPS 140-2 tokens.

The Controller of Certifying Authorities (CCA) has stated that DSCs downloaded onto FIPS 140-2 modules on or before 21 September 2026 can continue to operate until their expiry. Fresh issuance or renewal generally requires FIPS 140-3 modules, subject to specified exceptions.

When Should Existing Users Upgrade?

Even if your DSC was issued earlier, GSTN advises upgrading to emSigner v3.3 if you experience problems such as:

  • DSC signing failures on the GST Portal
  • The certificate not appearing for selection
  • Problems detecting the DSC despite correctly installed token drivers

Since v3.3 is backward compatible, it can support existing DSC tokens as well.

System Requirements for emSigner v3.3

GSTN's advisory specifies certain minimum requirements for the system used for DSC signing, including:

  • 64-bit operating system
  • Windows 10/11, Ubuntu 18 or above, or supported macOS environment
  • At least 8 GB RAM
  • At least 64 GB storage
  • Java 1.8, using OpenJDK or Oracle
  • Java 9 and above are not supported

The required Java installation is not bundled with the emSigner installer.

What Should GST Portal Users Do?

Businesses and professionals using DSC-based GST services should first check whether their existing token is working properly.

A practical approach is:

  1. If your existing DSC works normally, no immediate upgrade is required.
  2. If you receive a new DSC token on or after 21 September 2026, install emSigner v3.3.
  3. If your existing DSC is not detected or signing fails, consider upgrading to v3.3.
  4. Keep track of your DSC's validity and renewal requirements, particularly in relation to the FIPS 140-2 to FIPS 140-3 transition.

GSTN has also advised users requiring assistance with the upgrade to raise a ticket with the GST Helpdesk.

Conclusion
